However, for a long time Washington accuses Moscow of conducting trials of prohibited missiles. The Russian Ministry of Defense has repeatedly rejected these allegations, while arguing that the United States use this missile defense system prohibited types of rockets.

The Americans say that in July the Russians conducted missile tests maneuvering R-500, which prohibits the 1987 agreement year. During the summer, Barack Obama sent a letter in this regard to Vladimir Putin. The Russian Foreign Ministry identified then these allegations as baseless and that are part of the propaganda campaign motivated by “other causes”, which was interpreted as an allusion to the actions of Russia towards Ukraine.

Even during the presidency of George W. Bush, Russia proposed to both sides withdrew from the INF Treaty. The then Russian Defense Minister Sergei Ivanov argued that “even though the Cold War ended, Russia still faces threats from countries on its periphery, including China and potentially Pakistan”. However, the Bush administration did not want to deviate from the treaty that the NATO considered the cornerstone of arms control and which would allow the Russians to increase the cancellation missile forces in close proximity to US allies in Asia.
