These proposals are the aftermath of the recent cyber attack on Sony Pictures, for which – as suspected, the US government – has become North Korea, and attacks on retailers Target and Home Depot last year, in which the stolen credit card data of millions of Americans.
At the time of when Obama spoke, hackers who claim to be supporters of jihadist Islamic State organization, broke into the account of US Central Command (CENTCOM) on Twitter and posted there a secret military documents relating to North Korea and China.
Obama announced its proposals to the Federal Trade Commission, an independent agency of the US government, whose job is to protect consumers. He explained that the current law was built during the era before the Internet explosion and insufficiently protects Americans against cyber attacks.
The bill requires the US companies that have data about their customers, to inform them that the company has become the subject of hacker attack which leaked personal or financial data consumers, within 30 days after the discovery of this fact. The Federal Trade Commission would have the right to penalize companies that fail to comply with this obligation. The Act also recognizes an offense trafficking of foreign nationals identity data.
