Council of State, the highest French administrative authority refused on Wednesday to repeal the state of emergency introduced after the attacks of November 13, citing the ongoing "terrorist threat". The State Council is the body give opinions on all draft laws and decrees. It considers, in a press release that "the immediate danger to justify the state of emergency did not disappear because of the continuation of the terrorist threat and the risk of attacks."

On Tuesday, Human Rights League has asked the Council of State requesting the "total or partial suspension" state of emergency and that the French president has recommended re-examination of the circumstances which led to its introduction.

The attacks of November 13 killed 130 people in Paris. Adopted following the attacks reinforces the state of emergency police powers, allows for house arrest, ban gatherings, carry out verifications as in the night; such activities do not need a court order.

The proposal was supported by the League of Human Rights, among others, unions of police officers and 450 university teachers, including many law professors. In its ruling Council of State recalled that the state of emergency has been extended and that it is not for it suspend its validity. It was extended by three months - until February 26 - a few days after the attacks. The government wants a second time to extend it by three months.
