President: NATO Summit must give a clear and loud signal of our unity – Polish Radio

In his speech “NATO Summit in Warsaw – Polish perspective,” the president stressed that “Europe is facing a radical change in the field of international security, both in the vicinity of the East and the South.”


 

Then he said: “The annexation of Crimea and aggression in eastern Ukraine undermined the foundations of European security, that is: respect for international law, the internal sovereignty and territorial integrity.”


 

The president added that while the instability in North Africa and the Middle East, leading to a growing terrorist threat and the constant influx of migrants to Europe.


 

– These threats and challenges remind us that we must remain strong and united in order to maintain our security, our values ​​and our way of life – rated.


 

Clear signal

 

Andrzej Duda also said that the Warsaw summit of NATO in July “must send a clear and loud signal of our unity, the political will and ability to defend our freedom and the promotion of stability.”


 

As pointed out, “is one of the Alliance, and equal security for all its members is a must.”


 

He added that “as allies assume a greater responsibility for shaping security beyond our borders.” Therefore, in his opinion, the Alliance’s summit in Warsaw must have a “universal agenda”, offering answers to the full spectrum of security challenges, regardless of which side they come from.


 

The three most important aspects

 

Then he pointed to the three most important aspects of the summit agenda. First, he said, it is necessary to ensure the absolute credibility of defense and deterrence. This – in his opinion – is “at the heart of NATO and the indispensable foundation of all actions taken.”


 

As a second task the president mentioned the need to “remain open to dialogue with those who do not share our values.” Although his opinion, such constructive engagement can be a difficult goal to achieve, you must constantly make efforts to “more predictable coexistence with all European countries.”


 

The third key aspect of the development found an open door policy and partnership, noting that the expansion of NATO since the end of the Cold War is “a real success story.”


 

Alliance – he said – must be able to fully introduce the concept of the indivisibility of Allied security. It is therefore necessary for this purpose to strengthen the defense and deterrence capabilities of the Alliance – he added.


 

Take a step further

 

According to the president of Duda in Warsaw should continue the process of strengthening preparedness and response capacity of NATO, which was decided at the summit in Newport, Wales in 2014. But it should also – says Andrzej Duda – to take a step further.


 

In this context, he advocated the establishment of an enhanced presence of NATO troops and defense infrastructure on the eastern flank. – Given the current state of security only through a real presence, we are able to guarantee a viable defense and deterrence – he explained.


 

The president expressed the hope that the solutions developed in Warsaw will be both effective from a military point of view, and politically acceptable to all member countries.


 

He stressed that these treatments Poland is not only a beneficiary, but also “supplier” capability aimed at strengthening the eastern flank of NATO. He stressed that Poland fulfilled the requirement to allocate 2 percent of GDP on defense and modernizing the army.

“I do not intend to isolate Russia,”

 

– We do not intend to isolate Russia. We have no interest to go back to the Cold War. The balance of fear is not a good recipe for shaping contemporary international relations – said the President.


 

We need – pointed – dialogue focused on reducing the risk of error, avoiding conflict and increase predictability in our relations. According to the president, “the nature and purpose of the NATO-Russia dialogue should not in any way undermine the ability of the Alliance to deter and agreements on the common defense.”


 

– he said – note that the requirement of constructive engagement is that this dialogue “was based on the principle of international law and respect for the territorial integrity of all states.” Otherwise – he warned – this dialogue is reduced to empty words.


 

– I very much hope that the Warsaw summit will bring agreement on such a pragmatic approach; approach based on a sober analysis, and not too optimistic illusions – he said. The latter, rated, were so often interpreted as a sign of weakness in the history of Europe, and therefore provoked aggression.


 

Security challenges

 

The President expressed hope that the summit will be decided on the package of support for Ukraine’s defense and further strengthen NATO’s relations with Georgia and Moldova. He put the emphasis on the need to deepen cooperation between NATO and the European Union in responding to security challenges, such as migration crisis, terrorism, blended threats, cyber defense and energy security.


 

President after an answered a few questions from the NATO military, which related mainly to expectations of Polish Alliance and relations with Russia.


 

The president reiterated that the agenda of the Warsaw summit must cover the entire spectrum of security issues. As he said, “if Poland was in NATO, it would be nice if NATO were also in Poland and in the countries of the region.” He pointed in this context to the still unstable situation in Ukraine. He stressed that the Alliance needs to adapt to the new conditions of security, “which simply means presence” in countries that are potentially threatened by aggression from the East.


 

He added that NATO must also respond to the threat from the South. – NATO must be prepared to not to be surprised aggressive actions against any of the Member States – stressed the President.


 

He stressed that Poland does not want to just use the security guarantees of NATO, but also wants to be an explicit actively to strengthen the capacity of NATO. That’s why – said the president – in the near future mechanized company of the Polish army will be on a mission to the Baltic States. As he spoke, Poland also wants to help prevent the Mediterranean and the Aegean by sending a frigate patrolling and is determined to send special units to conduct training in NATO countries.


 

Polish expectation – said Duda – is that the Allied forces were in Polish, and in a permanent manner, even if it would be the presence of Rotary. According to the president may be the presence of Rotary would be even better, because it would allow for joint exercises more troops.

Dialog “completely natural”

 

He said the dialogue with its neighbors, and Russia is a neighbor, it is completely natural. As he spoke, he could not imagine being in conflict with the state much larger and with a greater military potential. He stressed that the dialogue with Russia but can not be conducted on his knees.
