After adjourn the EU summit before the hour. 3 in the night from Thursday to Friday, began bilateral meetings the leaders, who have to bring an agreement between Great Britain and other countries of the Community.

According to reports Tusk night conversations they participate British Prime Minister David Cameron, French President Francois Hollande, Czech Prime Minister Bohuslav Sobotka (as a representative of the Visegrad Group), as well as the Prime Minister of Belgium Charles Michel, and European Commission President Jean-Claude Juncker.

message at breakfast?

EU sources said that the task of the leaders of the political will to solve the problems, so as to allow preparation of the legal text of the agreement. It is to be presented "28" on Friday during the "English breakfast", which are to be conducted further talks.

For the Visegrad Group problematic remained a matter of social benefits for immigrants from other EU countries working in the UK for France - restrictions concerning. the impact of decisions euro zone countries without a common currency, while the Belgians - records of deepening integration.

German Chancellor Angela Merkel said after the summit that EU leaders want to reach an agreement to stop Britain in the EU, even if many of them will be difficult.

Cameron wants to "emergency brake"

During the Thursday talks between Cameron surprised the rest of the leaders of a proposal to limit benefits for immigrants from other EU countries for 13 years. First, the so-called. emergency brake - as it is referred to the solution - could be introduced for seven years, and if after this period, the system of social benefits would still be under pressure, this limit could be extended for another three years, if necessary - even the next three.

Initially, the British said only about seven years of the restrictions on access to social benefits for newly arrived immigrants from other EU countries. In turn, the Visegrad Group (Poland, Czech Republic, Hungary and Slovakia) allowed for a maximum five-year period of limitation.

Commenting on the latest proposals for the UK, one of the diplomats from Central and Eastern Europe said: "This is unacceptable."

Stop Britons in the Community

Restrictions on access to benefits is one of the most difficult issues in the negotiations with Britain in on the amendment of the conditions of its membership in the EU. The agreement, which has to be worked out at the Brussels summit, to help stop the British in the Community. Already in June in the UK can be held a referendum on staying Great Britain in the European Union.

The draft agreement provides for the introduction of the safety mechanism, which would allow the UK in a unique position to limit a maximum of four years access to certain benefits related to employment (ang. in-work benefits) for newly arrived immigrants from other EU countries. This means that the restrictions no longer will cover eg. The Poles, who are and work in the UK.

"Brake" would apply to non-contributory benefits related to employment. Such benefits, such as. Tax breaks, subsidies housing, access to social housing and full health care - which are accessible to all legally working in the UK and do not require previous contributions to the state budget - is a unique solution to the British. Therefore, the "brake" would not benefit other EU countries.
