Francis clarified existing provisions, allowing on the basis of the Code of Canon Law to remove bishops from the “serious reasons”. Determined that as such should be considered “negligent in the performance of the office”, especially on cases of sexual abuse of minors.
In the introduction to the letter Francis wrote: “How loving mother Church loves all his children but cares for and protects with love especially the youngest and defenseless; a task which Christ himself entrusted the entire Christian community as a community. ”
The Pope stressed that aware of this responsibility, the Church dedicates his “watchful care” protection of children and adults with disabilities.
