01.02. Brussels (PAP) - On Tuesday at noon the head of the European Council, Donald Tusk will present a proposal for an agreement on Britain's membership of the EU. Over the past days in talks with London achieved "good progress" - said Tusk at Twitter.

"Tomorrow at noon I will present a proposal for a new agreement on Britain's membership of the EU. There has been good progress in the last 24 hours, but there are still unresolved issues" - wrote Tusk on Monday evening.

The negotiations with London taking place on Monday in Brussels. On Sunday evening in London Tusk's meeting with Prime Minister David Cameron were inconclusive. European Commission spokesman Margaritis Schinas said on Monday at noon that these talks brought progress from a political and technical point of view, but the agreement does not yet exist. "So far we are not" - said Schinas.

"The discussion continues today at Sherpa (negotiators - PAP) from the Council, the Commission and the UK government" - he added Schinas. "Nothing is agreed until everything is agreed" - he said, when asked where matters of negotiation with the United Kingdom are close to settlement. He stressed that the agreement must be approved by all 28 EU Member States.

European Commission spokesman confirmed the information from London. British government spokesman said on the night of Sunday to Monday that within 48 hours was able to make progress, but it takes a lot of work.

The most difficult British conditions is the requirement to restrict access to social benefits for migrant workers from other EU countries. According to unofficial information, the EC proposes a compromise, assuming "emergency brake", ie to freeze the procedure of payment of social benefits for migrants from other EU Member States in situations "when public services are overloaded or welfare system is over-exploited".

The key meeting before the scheduled on February 18-19 European Council, which would adopt the agreement the UK with the remaining 27 EU Member States, Cameron has yet to meet with many European leaders, including of the Polish Law and Justice deputy prime minister (February 4 in London) and German Chancellor Angela Merkel (12 February in Hamburg).

If an agreement between Cameron and the other heads of government and heads of EU countries will be added in February, decisive for the future of Britain in the European Union referendum on EU membership would be held in June. In recent days, the media speculated that it could be held on Thursday, June 23.
