- I think that the mission of the ministry of defense and armed forces achieved their goals - announced yesterday evening in the Kremlin, Russian President. - That's why I recommended to start from tomorrow to withdraw the majority of our troops from Syria.

It's a big surprise. Putin in September last year decided to send to Syria hundreds of soldiers and expansion of the air base, which carried out the bombing of the enemies of the government in Damascus - mainly opposition groups backed by the West and Arab countries, to a lesser extent, the jihadists of the Islamic State. This allowed the land pro-government forces to break the deadlock on the front and bounce a little bit of land from the hands of the opposition.

But the Russian mission hardly be considered complete. Syrian President Bashar al-Assad has strengthened its position so that even hostile to him, Western governments began to accept the idea that it may have to be reconciled with leaving him in power in Damascus. Its position in the Middle East also improved significantly Moscow, which has suddenly become a major player alongside the United States in Syria. But if Putin retired now from the game, those profits could be nullified - without Russian air support Assad would lose recent gains, and Russia - the impact on the course of events in Syria.

Most likely, then, that the withdrawal - supposedly "agreed with the Syrian government" - will be partial, so as not to endanger the strategic position of Damascus and the political Moscow. Putin announced that belonging to the Russian naval base of Tartus and air Chmejmim will run normally stationed there soldiers will now "monitor the truce and create conditions for the peace process."

The decision probably not a coincidence that was announced this Monday. It is a rare day when the Syrian conflict was on the offensive diplomacy. In Geneva, they started "proximity talks" (with the mediator, not face to face), in which they have participated by representatives of Damascus and part of the opposition supported, among others, by the US and Saudi Arabia. The UN mediator Staffan de Mistura said that yesterday he met with a government delegation, who presented "some ideas to solve the conflict."

Such meetings are to last approx. 10 days, then a break until April. De Mistura said that the negotiations should lead to the development of a clear plan of action in Syria.

Previous attempts at negotiations ended in a rapid postponement of the lack of prospects for any agreement. The atmosphere of this round is slightly better, because two weeks maintained a truce. According to US Secretary of State John Kerry the level of violence has fallen by 80-90 percent. Humanitarian organizations have managed to deliver food and medicine to 115 thousand. people in cities besieged by government forces or the opposition.

However, both sides accuse of violating the truce.

- The situation is not ripe to resume negotiations - said the portal Al-Monitor's chief negotiator opposition Mohammed Alush. - The forces of the regime are still trying to move forward in strategic areas and bombing civilians, March 5 in the Duma.

Agreement does not facilitate pre-conditions set by hand. Earlier, the opposition demanded that before talks the government and its allies held raids, unlocked the city and released prisoners. Now the Foreign Minister of Syria Walid el-Mualim told that it can not be discussed the issue of the presidential election - though according to the assumptions adopted in November by the US, Russia and other countries involved in Syria elections were to be part of the peace plan.

after this statement the opposition accused the government of suspending the talks even before they start. Kerry also estimated that Mualim "trying to disrupt the entire process." I called on Russia to disciplined its ally Assad.

We all fear that the failure of the Geneva talks will end the truce. Staffan de Mistura, warned that there is no plan B, and the only alternative to a peaceful solution is war. - If, during these talks and subsequent rounds will not see a willingness to negotiate, we turn to those who can exert influence, namely the Russian Federation and the United States and the UN Security Council - he said.

The problem is that those external sponsors warring factions so far they were an obstacle to an agreement. US and European powers want to Asad gave power when Russia is trying to provide him with further governments. Saudi Arabia and Iran to Syrian roll ring geopolityczno-religious battle for influence. They quarrel with Turkey or Russia, for example. About the role of the Kurds in the peace process.

The consent regime and the opposition on permanent ceasefire and a political process leading to the appointment of a new government would be a good beginning of the end of the war. Then you have to make those arrangements put into practice, together with a third win of the conflict by force - the Islamic State - and pacify many groups not covered by the negotiations. Today, however, the success can be considered to maintain the same calls and shaky truce in the upcoming weeks. If the withdrawal of part of Russian troops resulted in the withdrawal of Moscow's unconditional support for the Assad regime, would be at a big chance - but this is unlikely.

All this happens on the fifth anniversary of the outbreak of the war. 15 March 2011. Thousands of demonstrators took to the streets of several Syrian cities. As in other countries stricken revolutionary fervor of the Arab Spring protests against government corruption and imprisoned opponents of the regime. Nobody knew that begins with the most terrible conflict since the end of World War II: to date the number killed exceeded 270 thousand. (Some say 0.5 million); 10.5 million - half the population - have been forced to leave their homes; 4 million refugees remain outside the borders of Syria.

"Thousands of families living in damaged homes or makeshift camps - says committed to helping Polish Humanitarian Action. - More than three quarters of citizens have no regular access to clean water, lack of electricity. thousands of children do not know what a shining light bulb or tap water. the country is in a deep recession - Syria currently produce almost two times less grain than before the war, and the flour is three times more expensive than in 2011. More than half of people aged production does not work. Almost 70 per cent. people live in extreme poverty. "

in a particularly dramatic situation are children. More and more, instead of the science involved in helping families to raise money for survival. In 2015,. More than 2 million do not attend school. Released on the eve of the anniversary of UNICEF children born since the beginning of the war (3.7 million) is called lost generation.

The conflict, in which involved regional and world powers, fueling terrorism and fueling a wave of migration, affecting the political situation and security in the Middle East, Europe, USA, Africa and Central Asia. It's like a third world war.
