The investigation concerns the alleged involvement of people from the highest circles of power in the state-bribes passed the oil giant Petrobras. It shook the political and economic establishment in Brazil and contributed to deepening the most tragic decades of recession, in which plunged the most populous country in Latin America. This caused doubts as to whether Lula's protégé and his successor in the chair of President Dilma Rousseff will maintain his office.

Both he and the police and tax authorities have declared the need to clarify the Institute Lula to pay 30 million reais (8.12 million dollars) in the form of fees for speeches and grants for construction companies, which were the main players in the scandal Petrobrasu. The current president Rousseff is not covered by the investigation on Petrobrasu, but is facing impeachment proceedings in Congress, who accused her of using the state pension fund to bridge budget deficits. Rousseff denies these allegations as baseless.
