President of Ukraine Petro Poroshenko issued a decree establishing Leszek Balcerowicz as its representative in the Council of Ministers of Ukraine and the co – next to Ivana Mikosz, b. Deputy Prime Minister and Minister of Finance in Slovakia – a group supporting reform.
This has to be one, strong group, government and presidential to supercharge the economy of Ukraine. Creation of a strategic advisory team, as you can decipher the information shown on the president of the country, prompted Brussels, calling on Kiev to constantly accelerate and deeper changes. Unfortunately, Ukraine today is not Poland, and its current problems are often much more difficult than Polish reality in 1989 r. One has to believe in Balcerowicz, especially introduced on stage by decree of the president.
Sorry, we do not know what rights and powers of attorney received prof. Balcerowicz. Is his role will be advisory only, and will only “give-known face” if he could actually really decide in any sphere of economic problems in Ukraine. Should only convince the world that the Ukrainian economy is better than it apparently looks as if he could transform it according to their own (or team) idea. Leszek Balcerowicz has advised the Ukrainian government, perhaps even in the days of President Leonid Kuchma and Viktor Yushchenko – the head of the national bank. Ukraine has never been consistent, never finished reform. Balcerowicz must have a very strong position, recognized by all political forces in the country. A Ukrainian Supreme Council must cooperate with him, not to boycott his projects. Ukrainian political scene is full of quarrels, fights for influence, intrigue. There go the big money. And you can expect an attack, if too impair the person’s interests. Protection of the president may not be enough, you need also elephant skin.
There is Ukrainian society. That it must support reforms and accept them. Ukrainians did not have easy since independence. Actually reforms underway there was twenty-five years, and there is no effect, because they never have been completed. Never ruling was not enough stubbornness, never political support for the reforms was not strong enough and clear enough plan. They lost people who were not sure of the date of where they stand. They learned to adapt, corrupt, fix. To survive. The public is tired, deathly tired of constant struggle for existence and instability. A Balcerowicz reforms will require tightening the belt again. Reliable clamping. Without it, there’s no way. Is society stand it? Can he bring himself to another renunciation, or believe that without this will not work? Since this will also depend on the success of the mission Balcerowicz.

But is it sufficient guarantee to believe that Ukraine also can live differently, and that the economy can function normally, as in other developed country in the west.
And also the fact that Leszek Balcerowicz knows he made mistakes, or rather – what today would do otherwise. Bo and the surrounding world has changed over the quarter of a century, and many views to be modified. It will not be easy, but prof. Leszek Balcerowicz seems to like such challenges. If successful, it would be worthy of a Nobel Prize.
