Poroshenko: law on the statute of Donbass eased the conflict – Virtual Poland

President of Ukraine Petro Poroshenko said that without the adoption by the Ukrainian parliament set a special status of Donbass and without the release of separatists from prosecution, his country could be accused of breaking the peace process.
 

These laws eased the conflict – said the head of state in an interview for television stations, given on Sunday evening.
 

– One of the scenarios that could be considered, if the Act had not been adopted, it could be dropping to Ukraine liability for breach of the peace process – he stressed. – This would solve the hands of those who hoped that the truce is broken, to accuse the Ukrainian party and deprive it of international support – said Poroshenko.
 

 The Ukrainian parliament adopted the Law on the Donbas September 16. According to the Act to exempt from criminal liability separatist Ukrainian state guarantees that participants will not be prosecuted rebellion nor in any way harassed or discriminated against for taking part in the separatist movements.
 

The Act provides for a special status, in turn, the granting of such status three years to local authorities in areas controlled by the separatists in Donetsk and Luhansk circuit. It also provides that in December in these territories will be local elections.
 

Poroshenko said that the regions with special status can count on funding from the central budget only on the condition that they prove their loyalty to the authorities in Kiev. – Ukrainian budget will fund only those territories over which returns the Ukrainian flag. Flag – the money from the special fund – he said.
 

– Ukraine will finance those territories where there is peace and Ukrainian authorities, including local authorities, selected in a legal way – said Poroshenko.
 

The Head of State also announced that dominated by separatist regions will be separated from the remainder of the territory of the Ukrainian state special zone, which will be controlled by the Border Guard.
 

– In addition to the construction of the defenses along the administrative border (around these areas) will be a designated area in which they worked border services. Today, the order is being prepared technical and legal protection – informed.
 

He also said that none of the regions, which is controlled by the militants will have no impact on Ukrainian foreign policy or internal. – Ukraine is not traded their independence – he said.
 

Poroshenko intimated that the truce was signed in Donbas, among others, due to the huge loss of military equipment in the region. – Now I can tell the hardware, which was located on the first line, was destroyed in 60-65 percent. There was nothing to defend. Now it is – revealed.
 

Poroshenko called for talks on the settlement of the situation in his country with the participation not only of Russia, France and Germany, but also the United States.
 

He believes that the situation in Ukraine is not only a problem of the authorities in Kiev. He also stated that the ceasefire that from September 5 formally valid in the east of the country, is the result of his talks with Russian President Vladimir Putin.
 

– We (with Putin) two very long conversations, we had a very long conversation in Minsk. Without these conversations would not be this process that we have today – Poroshenko said in a TV interview.
