The new doctrine has already signed Russian President Vladimir Putin. Information reported the official website of the Kremlin. It was noted that the adjustments in the current doctrine were necessary due to the “changing nature of threats.”

The North Atlantic Treaty was mentioned in the chapter on the biggest external threats. As we read, it’s about “expanding the potential strength of the Alliance,” as well as “bringing the war the infrastructure of countries – members of NATO to the borders of the Russian Federation” and “further extension block.”

Among the country’s internal threats document mentions the phenomenon of terrorism and the ability to carry out attacks on Russian territory. May be behind them, among others, radical organizations.

The statement pointed out that the new doctrine is a response to the changing situation in Ukraine and around it, as well as in North Africa, Syria, Iraq and Afghanistan.

“This defense doctrine”

The document signed by Putin expects to maintain mobilization readiness of the armed forces, as well as nieatomowego deterrence capabilities, which will be based on “a high level of readiness of general purpose forces.” Thanks Moscow has to be able to prevent and deal with armed conflict. At the same time emphasized that the changes will not affect the existing, defensive nature of the doctrine.

“The behavior of the Russian defense character emphasizes a policy of military strength and reaching only when peaceful means are exhausted,” – said in a statement, adding that the rules the use of the armed forces as well as nuclear weapons remain the same as in the previous doctrine.

In addition to the solutions for the armed forces and defense new document highlights the need for public education in the spirit of patriotism and the development of the defense industry, which should produce more more modern weapons for the army.

Even before the signing of the doctrine, in mid-December, Vladimir Putin reassured that all the time “remains a purely defensive” in spite of – as he put it – increased activity of NATO in Eastern Europe, close to Russia borders.

Strong orders for the army

Putin met then the Ministry of Defence of the highest executive staff. He said: “we firmly and consistently defend our security.”

He said that Russia will continue its ambitious program of modernization of the armed forces, with particular emphasis on strategic nuclear forces. Putin stressed that nuclear power is “an important factor in maintaining the balance of global” adding that “effectively preclude the possibility of large-scale aggression against Russia.”

The Russian leader said that the army is to receive in the near future 50 new intercontinental ballistic missiles, much more than in previous years.

President demanded that “submarines do not become the docks” and rocket batteries were “properly maintained.”

– We have organize the cooperation of industry and the armed forces for the control of new equipment, timely introduction into service and transfer to military units – Putin said. – To do this, of course, in an appropriate manner and with minimum effort to prepare infrastructure and personnel. We can not accept the fact that naval unit standing idle and only absorb funds for maintenance – he noted.

He added that this applies not only vessels, but also all other aviation and defense systems. – It is unacceptable and a sign of mismanagement, the most modern missile systems, which rightly proud of and which fall to arm the Army, were poorly maintained, – said the head of the Russian state. According to him, there is still much to be done in this respect.

Line relations between Russia and the West are the worst since the end of the Cold War, the crisis in Ukraine. Russia does not give up the enormous military expenditures despite economic problems caused by Western sanctions and a sharp drop in oil prices in the markets.

This is the response of the Atlantic Alliance

NATO threatens Russia or any other country. That Russia calls into question the security of Europe – said on Friday spokeswoman Pact in response to Moscow’s reformulation of the military doctrine.

Any measures taken so far by the Covenant to defend allies are clearly defensive in nature, are appropriate and in accordance with the law International – stressed the spokeswoman Oana Lungescu. – It is rather that of Russia violates the principles of international law and questions the security of Europe, which also refers to its activities in Ukraine – she said.

By Lungescu NATO did not give up trying to maintain constructive relations with Russia. However, this will only be possible if the Russian authorities will comply with the principles of international law, including the right of peoples to decide their own future.
