Hogan-Howe and Khan stressed on Wednesday morning that the decision is preventive in nature and not the result of obtaining intelligence information about the immediate, specific threat. The level of terrorist threat in London, however, remains at the level of “serious” – the fourth in a five-point scale – meaning that an attack is “highly possible”.
